Mayor's Report

Mayor Osborne updated Council on her recent appointment to a joint provincial and local
government committee that will provide recommendations to the province on short term
rentals. The committee will look at the impacts of short term rentals on communities, and the best practices around regulation, split class assessment, and taxation models.

Agenda Items

  • Delegation from MacKenzie Beach Resort:  Ryan Cohen, CEO, delivered a presentation to Council regarding a zoning amendment application for the subject property, including a summary of proposed amendments, site and design details, and environmental considerations.
  • "District of Tofino Building Building Amendment No. 1256.01, 2019" was introduced and read a first, second, and third time.  The bylaw includes provisions for the implementation of the BC Energy Step Code, and proposes to adopt Step 1 by January 31, 2020.  In preparation to meet a Building Code requirement of Step 3 in 2022, staff aim to implement Step 2 in January 2021, and adopt Step 3 by 2022.  The bylaw also revises the building permit fee structure to include a Step Code Rebate and Permit Fee reduction.
  • Changes to Election Procedures:  Council directed staff to amend "District of Tofino Elections Procedures Bylaw No. 1204, 2014" to allow for the use of the provincial voters list in place of a municipally maintained list of registered electors, as well as to provide for an additional advanced voting day and mail-in ballots in all future elections and assent votes.  
  • 2020 Meeting Schedule:  The 2020 Council and Committee of the Whole meeting schedule was approved and will be posted in December at the District office, on Facebook, and online at www.tofino.ca/council-meetings.

Budget Open House / Council Town Hall:  Have you seen the District of Tofino's 2019-2022 Strategic Plan? Join Council for a Town Hall on December 3, 2019 at the Community Hall for Q&A on the Strategic Plan.  Between 5 and 6 pm, each member of Council will host a roundtable discussion in an informal setting, and the public is encouraged to circulate amongst the tables. Are you a qualified Swim Instructor / Lifeguard?  Tofino Recreation is looking to fill a six (6) week contract position beginning January 2020 in order to offer District aquatic programs such as 55 and Better Swim, Resident Swim and Red Cross Swimming Lessons for Children.  Learn more at www.tofino.ca/recreation.
