Why does Tofino need a new library?

The current library space under the Tofino Legion does not adequately serve the population of Tofino and Clayoquot Sound. 

Residents of the Tofino area need a library that can properly serve our growing and dynamic communities. A true 21st Century library provides services and resources to families, businesses and entrepreneurs, artists, Indigenous communities, newcomers, and everyone else in the community.

Didn't the District already select Main Street? Why are we looking at other sites?

  • In 2017, the District undertook a public consultation process to evaluate 3 District-owned sites:
    • 370 Campbell Street
    • 385 & 391 Main Street
    • DL114
  • Feedback was firmly weighted toward the downtown locations vs. DL114 (57 to 28 respondents), and Council directed staff to look into the creation of a mixed-use building with VIRL at Main Street site.
  • When the Main Street site was selected, there was a strong interest in creating a mixed-use building in partnership with other community organizations. These conversations have not come to fruition and VIRL has indicated they prefer a location where a standalone Library could be built.
  • Because the Main Street sites can accommodate larger, mixed-use buildings that may provide multiple community benefits, District staff have identified that housing a standalone library at this site may constitute a loss of community space for a future mixed-use development (i.e. mixed use housing/commercial/civic uses) and have sought to find other District-owned spaces on which development of a standalone Library could commence quickly.

* All three sites are zoned Parks and Institutions District (P1). The intent of this zone is to facilitate the development of community oriented institutional-type uses. Civic Uses including Libraries are permitted in the P1 zone.

Timing

VIRL is ready to move ahead with the new library branch in Tofino.

Timing implications to consider include: the time to find partners for a mixed use building (if Main Street were selected), time to align funding (VIRL and District), time for site prep (i.e. clearing at DL 114/Katie Monks Park), time to undertake the process of designing and constructing a building. 

Cost - Who pays for a new library?

The District of Tofino is one of 38 municipalities and regional districts, with a total population of almost 465,000, that comprise VIRL’s membership. As a co-op, members pool their resources to cover the costs of library services and important Capital Projects like the one in Tofino. This sustainable costing model has allowed VIRL to build or refurbish 17 libraries since 2011 in communities large, small, and remote.

As part of this project, the District of Tofino is responsible for providing a serviced, construction-ready property. Once the new library is built, the District of Tofino has committed to providing a no-cost lease to VIRL.
