Building permits help protect the health, safety and well-being of property owners, occupants and the wider community. They also help ensure that new construction and changes to existing buildings meet applicable building, zoning and safety requirements.
A building permit may be required before constructing, renovating, altering, repairing, converting, moving or demolishing a building or structure. Depending on the project, additional approvals may also be required before a building permit can be issued.
Applicants are encouraged to contact the Building Inspector early in the planning process to confirm which permits, drawings and supporting documents are required. Confirming these requirements before work begins can help avoid delays, additional costs and changes later in the project.
Is a Building Permit Required?
A building permit is typically required for the following types of construction:

New Construction
New homes, commercial buildings, and structures

Renovations
Interior or exterior renovations

Additions
Adding rooms, decks, garages, and more

Secondary Suites
New or converted secondary suites

Accessory Buildings
Sheds, garages, and other detached structures

Retaining Walls
Over 1.2 meters (4 feet) in height

Plumbing
New plumbing systems or significant changes

Wood-burning Appliance Installation
New wood stoves, fireplaces, and heaters

Demolition
Partial or complete demolition of buildings

Commercial Tenant Improvements
Interior improvements for new or existing tenants

Before You Apply
Follow these steps to help ensure a smooth application process:

Check Zoning & Property Information
Confirm zoning, setbacks, and other property details

Confirm Whether Planning Approval Is Required
Some projects require Development Permit or other approvals

Review Application Requirements
Gather required documents, plans, and supporting information

Obtain Professional Assistance
Where necessary, engage qualified professionals for design, engineering, or specialized reports
What Happens After An Application Is Submitted?

Completeness Review
District staff review the submission to determine whether the required forms, plans and documents have been provided.

Technical Review
The Building Inspector reviews the application for compliance with applicable building requirements.
Planning, Infrastructure and Public Works, Finance, Fire Services or other agencies may also review the application when their requirements apply.

Additional Information
Staff may request revised drawings, professional reports or other information during the review.

Permit Issuance
The District will advise the applicant when the permit is ready and identify any outstanding fees, deposits, conditions or documents. Construction must not begin until the required permit has been issued.

Building Inspections
The approved permit drawings must be available at the property during the inspection. Work must be complete, uncovered and safely accessible.

Final Inspection & Occupancy
A final inspection is required when permitted work is complete.
A building must not be occupied until the required occupancy approval has been issued.
