Every Project Starts With a Plan

The District's Planning Services department helps guide how Tofino grows and develops while ensuring new projects are safe, well-designed, and aligned with community priorities. Staff review development applications, administer land use bylaws, and lead long-range initiatives guided by the Official Community Plan and Council's strategic priorities. This work helps determine what can be built, where it can be located, and how it contributes to the community's vision for the future.

Applicants should contact Planning Services early in the project to confirm the required approvals and supporting information.

Application Types

  • Development Permit

    Required for form and character, environmental protection, and hazard areas

  • Development Variance Permit

    Request a variance to relax requirements of a bylaw

  • Board of Variance

    Appeal a decision or request a variance for the Board of Variance

  • Temporary Use Permit

    Allow a temporary use of land, building, or structure for a limited time

  • Zoning Amendment

    Propose changes to zoning bylaw regulations or land use designations

  • Official Community Plan Amendment

    Propose changes to the Official Community Plan

  • Subdivision

    Create new lots, consolidate lots, or make other changes to property boundaries

How Applications Are Reviewed

Most applications follow these general steps:

  • Staff completeness review to ensure all required information is provided

  • Technical review by internal departments and external agencies

  • Referrals to relevant agencies, First Nations, and community groups

  • Public notification and/or Council consideration where required by bylaw of legislation

  • Final decision issued by staff, Council, or the Board of Variance, with any conditions of approval
