2027 Tofino Housing Corporation Affordable Housing MRDT Plan

Council received a presentation on the Tofino Housing Corporation’s 2027 Affordable Housing MRDT Plan and priorities for the coming year. Planned work includes beginning construction of eight essential worker rental units on Peterson Drive, continuing development of 21 affordable rental units at 740 Campbell Street, and completing an updated housing needs and satisfaction survey to help guide future projects.

Zoning Amendment Bylaw No. 1366, 2026

Council gave first, second and third readings and adopted a zoning amendment aligning Tofino’s definition of Tourist Accommodation with the Province’s 90-day short-term rental threshold. Together with the related Business Licence amendment, the change provides clearer local regulations and supports more consistent enforcement.

Significant Tree Amendment Bylaw

Council adopted an amendment to the Significant Tree Bylaw, adding 27 trees on District Lot 114 to the list of trees protected for their significance to the community.

Council Remuneration Amendment Bylaw

Council adopted amendments updating honorariums for certain Council duties outside regular Council responsibilities. The changes include updated allowances for authorized conferences and training and attendance at specified external organizations, and will take effect November 3, 2026.

Official Community Plan Amendment: 740 Campbell Street

Council adopted the Official Community Plan amendment for 740 Campbell Street, completing the OCP redesignation process for the District-owned property. Adoption of the OCP amendment does not approve a specific development on the property. A related zoning amendment is still required to establish what development would be permitted and must return to Council for consideration.

Zoning Amendment: 1141 Pacific Rim Highway

Council adopted a zoning amendment for 1141 Pacific Rim Highway, rezoning the property to a new Crab Apple Comprehensive Development Zone intended to accommodate medium-density staff housing. The zone permits up to 17 dwelling units, with a maximum of four sleeping units in each dwelling.

Zoning Amendment: 320 Tonquin Park Road

Council adopted a zoning amendment for 320 Tonquin Park Road, establishing a new comprehensive development zone intended for a low-density residential subdivision. The zone permits a range of residential uses, including single-family and two-family dwellings, while prohibiting short-term rentals and bed-and-breakfasts.

Zoning Amendment: 691 Campbell Street

Council adopted a zoning amendment for 691 Campbell Street, changing the property from Light Industrial to a new Multiple Family Residential zone intended to accommodate medium-density residential development. The new zone prohibits tourist accommodation, short-term rentals, and bed-and-breakfasts.

Municipal and Regional District Tax Levy Bylaw

Council adopted the bylaw required to continue Tofino’s 3% Municipal and Regional District Tax on accommodation, effective June 1, 2027. The bylaw forms part of the District’s renewal of the MRDT program for the next term and replaces the existing 2022 levy bylaw.
