Mayor's Report

Mayor Law recapped a local government round table hosted by Minister of Municipal Affairs, the Honorable Josie Osborne and Minister of Indigenous Relations and Reconciliation, the Honorable Murray Rankin. There were over 44 mayors and chairs present for the discussions about local government efforts towards reconciliation across the island.

Mayor Law also spoke to a community roundtable with the Tla-o-qui-aht First Nation, West Coast Hospitality Association, Tofino Ratepayers Association, Tofino-Long Beach Chamber of Commerce and Tourism Tofino. This facilitated discussion was to discuss the Wastewater Treatment Plant debt servicing and the use of Municipal and Regional District Tax (MRDT) for the Wastewater Treatment Plant debt servicing. The Mayor remarked the meeting was a positive step forward and ended on a great note.

Delegations

Mr. Daniel Sailland, Chief Administrative Officer, Alberni-Clayoquot Regional District introduced himself to Council and gave a brief verbal overview of ACRD initiatives and programs coming in 2022. Some of these initiatives include curbside compost, upgrades to the West Coast landfill, West Coast Transit to be implemented Fall 2022, among others.

Bridget Reichert, owner, Tofino Highlands gave a presentation on proposed rezoning and development of 711 & 721 Campbell Street to accommodate a multi-family development called the Tofino Highlands.

Presentation and Reports

Zoning Amendment Application - 711 & 721 Campbell Street

Council directed staff to proceed with further review of the zoning amendment application for the property at 711 & 721 Campbell Street. The proposal would rezone the property from Single-Family Residential District (R1) to a Comprehensive Development Zone, to facilitate a multi-family residential community including townhomes and small detached dwellings. With permission to proceed granted, the next staff report with information about the application will answer questions from Council regarding site plan, emergency service access, and emergency preparedness (such as tsunami and earthquake).

Zoning Amendment Application - 200 Campbell Street

Council voted to deny the Zoning Amendment application following Staff's recommendation.

2022 Council Member Appointments

Both internal and external Committees, Commissions and other District Bodies for Council Members were appointed.

Bylaws

  • District of Tofino Business Regulation Amendment Bylaw No. 858.10, 2021 was adopted. Business owners who renew their licences before December 31, 2021 will be subject 2021 fees, and all renewals or new applications from January 1, 2022 will be subject to the 2022 fees.
  • District of Tofino Housing Agreement No 1313, 2021 was adopted.

Mayor Law and Councillor McMaster attended a follow-up meeting hosted by Tla-o-qui-aht First Nations with resort representatives and the West Coast Hospitality Association to discuss the Memorandum of Understanding and Municipal and Regional District Tax (MRDT). These discussions were very well received. Discussions were excellent and he looks forward to working closely together.
