Special Council (Budget) Meeting
The Manager of Financial Services reviewed the financial planning process and draft 2022-2026 Financial Plan. The Managers of Corporate Services, Protective Services, Community Sustainability, Public Spaces, Cultural and Visitor Initiatives and the Director of Infrastructure and Public Works presented proposed operating budgets and projects in the draft 2022-2026 Financial Plan, supported by the Director of Financial Services.
- The Director of Financial Services, provided a summary of next steps for the Financial Planning process, which include:
- Report on public engagement sessions
- Finalize final project costs
- Finalize tax rates
- Budget meeting in February/March 2022
- Budget meeting in March/April 2022
- Presentation to stakeholder groups
- Adoption of Bylaws before May 15, 2022

Mayor's Report
Mayor Law and Councillor McMaster attended a follow-up meeting hosted by Tla-o-qui-aht First Nations with resort representatives and the West Coast Hospitality Association to discuss the Memorandum of Understanding and Municipal and Regional District Tax (MRDT). These discussions were very well received. Discussions were excellent and he looks forward to working closely together.

Invited Presentation: M'akola Development Services
Sandy Mackay, Housing Research and Policy Lead, presented on the Housing Need Assessment. This presentation included an overview of population and households, renters and owners in Tofino, and the need for non-market housing. Sandy Mackay also mentioned an update on stats coming for Spring 2022, pending available provincial data sets.
Development Variance Permit - 1367 Chesterman Beach Road
Council approved a development variance permit that adjusted the permitted height for a caretaker cottage.
Building Amendment Bylaw No. 1256.03, 2022 - Step Code 3
Council heard the first three readings of an amendment to the Building Bylaw to bring building standards to reflect the provincially mandated Step Code 3.
Zoning Amendment Bylaw No. 1302, 2020 - 301 Olsen Road
Council heard the third reading of Zoning Amendment Bylaw No. 1302 in addition to receiving the feedback given at the Public Hearing on December 14, 2021. Council also passed a resolution stipulating that adoption of the bylaw will be withheld until a development agreement has been finalized, confirming that the proposed building will be sprinklered, will be located as far from Campbell Street along the Olsen Road frontage as possible and the final design will match the design presented to Council during rezoning.
Housing Agreement No. 1314, 2022 - 301 Olsen Road
Council heard the first three readings of the housing agreement that corresponds with the rezoning application of 301 Olsen Road.
Single-Use Item Regulation Amendment Bylaw No. 1277.01, 2022 - Cutlery
Council heard the first three readings of an amendment to the Single-Use Item Regulation bylaw that would include plastic cutlery.
District of Tofino Website Refresh
The Manager of Corporate Services and the Communications Coordinator gave a review of the website update project, including project timeline and increased security upgrades. The Communications Coordinator gave a tour of the new website features including new site map, improved search function, events calendar and meeting registrations.
