Mayor's Report
Mayor Law acknowledged the water collision that occurred earlier in the day and thanked the Ahousaht Auxiliary Coast Guard, the Tofino Coast Guard and first responders. He thanked Councillor Stere who was on the call and wished everyone involved a speedy recovery.
- Mayor Law spoke to the upcoming all-day budget meeting on February 2, 2022. He encouraged everyone to head to the new website to see what is being proposed to voice their feedback and participate in the District of Tofino budget process.
- The budget engagement and planning process to date can be viewed at Budget Engagement 2022.
To participate in the meeting members of the public can register at Council Meetings.
Mayor Law acknowledged and thanked District staff regarding new constructs and features throughout the community. He commended the District staff who have added new garbage cans and bike racks throughout the District.

District of Tofino Fire and Life Safety Bylaw No. 1311, 2021 was adopted.
Presentation and Reports
Proposed CARE Network Agreement
Council approved $10,000 in the 2022-2026 Financial Plan for a pilot project with the CARE Network for the purposes of domestic animal impound and transportation.
Municipal and Regional District Tax Bylaw No. 1312, 2022 and Renewal Application
The MRDT bylaw was read a first, second and third time. Council also authorized staff to submit a renewal application for Municipal and Regional District Tax at a rate of 3% which includes a contribution to debt servicing for the wastewater treatment plant and associated infrastructure of the lesser of $400,000 per year, or the entire .8%, of the additional or third percent of MRDT, in years two through five of the next MRDT strategic business plan.
Housing Agreement Amendment Bylaw No. 1289.02, 2020
The Housing Agreement was read a first, second and third time.
Development Variance Permit - 315 Main Street
Council approved a variance for 315 Main Street that would allow an accessory structure to be built prior to a primary structure.
Zoning Amendment Bylaw No. 1273, 2019 - 1101 Pacific Rim Highway
Council received as Appendix 2 a summary report of the information session and public hearing for “District of Tofino Zoning Amendment Bylaw No. 1273, 2019." This summary will be maintained as public record.
Zoning Amendment Bylaw No. 1296, 2020 - 380 Main Street
Council heard an amended second reading of the zoning amendment and waived the requirement for a public hearing. The third reading of the application was also rescinded.
Development Approvals Framework Contract Award
Council voted to award the Tofino Development Approvals Framework contract to Urban Systems Ltd. based on the proposal price of $251,956 plus GST.
Community Emergency Preparedness Fund - Emergency Operations Centre and Training
Council voted to partner with the Alberni-Clayoquot Regional District on the Union of BC Municipalities 2022 Community Emergency Preparedness Grant for Emergency Operations Centre Training and Supplies Grant. This authorizes the ACRD to apply for, receive and manage grant funding on behalf of the District of Tofino.
