Mayor's Report
Mayor Law recognized October 11, 2022 as the last Council meeting of the current term and noted that the inaugural meeting for the newly elected Council is scheduled to be held November 1, 2022, at 4:30 p.m. in the Clayoquot Sound Theatre. The Mayor welcomed all members of the public to join the meeting and to witness the swearing in of the newly elected Council.
Mayor Law listed highlights of the current Council's term, including the wastewater treatment plant project, and emphasized the challenges the community faced through the COVID-19 pandemic.
Lastly, the Mayor thanked both past and future Councillors for their service, and congratulated them on their successes.
Business Initiated by Council Members
Notice of Motion - Short Term Rental Business Licencing Review
Council resolved to review and discuss short term rental business licencing bylaws and directed staff to bring forward options for gathering input from the community, including engagement strategies and a communication plan, for Council's consideration and approval.
Last Meeting of the Current Council Term
Being the last meeting of the current Council term, outgoing Council members expressed their appreciation for the opportunity to serve the community, and offered a sincere thank you to Council, the public, and residents of Tofino.
Agenda Items
General Bylaw Enforcement Policy Update
Council approved an amendment to the District's General Bylaw Enforcement Policy that will update the language used within the policy to reflect current enforcement practices. The amendment clarifies that bylaw staff will use complaint or concern driven enforcement rather than a proactive approach to enforcement.
First Street Dock West Float Replacement
Council awarded the contract to complete the work of replacing the west float at the First Street dock to Blue Water Systems Ltd. based on their proposal price of $265,870 (inclusive of PST) plus GST. Construction is anticipated to begin in early 2023 and is expected to take up to two (2) months to complete.
Temporary Borrowing Bylaw
"District of Tofino Temporary Borrowing Bylaw No. 1324, 2022" was introduced and read a first, second, and third time. The proposed bylaw will facilitate short-term financing for the construction of the wastewater treatment plant project.
Council Remuneration Bylaw
"District of Tofino Council Remuneration Amendment Bylaw No. 1254.02, 2022" was introduced and read a first, second, and third time. Per the recommendations of the Council Remuneration Advisory Group, the proposed bylaw will increase the annual remuneration to $19,796 for each Councillor and to $43,992 for the Mayor.
Other District News
On Saturday, October 15, 2022, eligible Tofino voters will elect six (6) Councillors to serve four (4) year terms. Voting is taking place in the Council Chamber, Municipal Office, 380 Campbell Street, from 8:00 AM to 8:00 PM.
Mail Ballot Voting
The deadline to submit a mail ballot application was Thursday, October 13, 2022 at 4:00 PM.
It is the voter's responsibility to ensure mail ballot packages are returned to the Chief Election Officer prior to the close of general voting day on Saturday, October 15, 2022 at 8:00 PM.

Mayor Law met with the Honorable Nathan Cullen, Minister of Municipal Affairs regarding the situation with the Wastewater Treatment Plant funding. He communicated the support from the Ministry on the community’s behalf.

View full highlightsMayor Law and Councillor McMaster attended a follow-up meeting hosted by Tla-o-qui-aht First Nations with resort representatives and the West Coast Hospitality Association to discuss the Memorandum of Understanding and Municipal and Regional District Tax (MRDT). These discussions were very well received. Discussions were excellent and he looks forward to working closely together.

There were over 44 mayors and chairs present for the discussions about local government efforts towards reconciliation across the island.

He also presented Trish Dixon with a Certificate of Recognition for 10 years with the District of Tofino.
