Water System Update: Planning for Long-Term Supply

The District of Tofino continues to take steps to strengthen the long-term sustainability of the community’s water system. Recent actions and ongoing work by staff and Council are focused on responsible water management today while planning for future supply needs.

Exploring Future Water Sources
As part of the District’s ongoing Source Water Assessment, staff have identified a preliminary shortlist of potential alternate or supplemental water sources. These options include expanding the existing Ahkmahksis Reservoir, developing a new surface water supply from Kennedy Lake, and developing a groundwater supply from the Lost Shoe Creek Aquifer.

These options have been reviewed in close collaboration with Tla-o-qui-aht First Nation, who continue to play an active role in discussions regarding potential new or expanded water sources. The shortlisted options will now move forward for further technical review and engagement to help identify a preferred long-term water supply option.

Transitioning from the Limits to Growth Policy
Council has repealed the Limits to Growth Policy, which was introduced following the 2023 drought to help guide the reduction of risk to the water system while allowing responsible growth.

Since that time, improvements in monitoring, data collection, and operational water management practices have strengthened the District’s ability to manage seasonal pressures on the water system. Moving forward, staff will provide regular updates on water capacity and conservation outcomes.

Water Utility Bylaw Updates
Amendments to the District’s Water Utility Bylaw are also being advanced to clarify the authority of the District’s Water Manager and strengthen the tools available to manage the system.

These updates confirm that decisions regarding new or expanded water service connections must reflect system capacity, including raw water supply and operational considerations. The amendments also establish a clear framework to limit, refuse, or regulate connections when capacity is insufficient to protect the water system.

Together, these changes support a more operational, case-by-case approach to managing water demand while protecting the long-term sustainability of Tofino’s water supply.
